Retrieve Time From OTL Fails After Cancel Of PO Line That Has Already Been Processed/Retrieved: PO-120- Calculate (Doc ID 1634876.1)

Symptoms

Retrieve Time from OTL (RCVOTLR) logfile returns a warning. The logfile shows the
following error:
Exception trying to call iSP store_timecard_details: x_return_status=,
x_msg_data=, sqlerrm=ORA-06502: PL/SQL: numeric or value error: NULL index
table key value
PO-120- Calculate the RTI values - StartUnexpected exception while processing
results from Generic Retrieval: User-Defined Exception

This is also included in log file:
block 13511502 in the same timecard failed Detail block not processed

Steps to Reproduce:
1.  Create and Approve/Submit Purchase Order (PO) and associated Timecard
2.  Create a new PO Line when information (Rate, for example) is incorrect on original PO Line
3.  Approve PO
4.  Correct Timecard so it has 0 for the work time associated with original PO Line
5.  Enter work time for the new PO Line
6.  Submit Timecard
7.  Cancel original PO Line
>>>>> When RCVOTLR runs again, it displays error details noted above
