On 12.1.3 version the following is occuring after applying patch 17455413:
When cancelling a Purchase Order (PO) Line, the user that does the cancel is recorded in the Action History as taking an Approve action. This creates confusion as the user only performed a PO Line Cancellation and this user does not have approval authority.
The expected behavior is when user does a PO Line Cancel the user should not be recorded as taking an approve action on the PO, or some other meaningful information should be displayed so that its not confusing.
The issue can be reproduced at will with the following steps:
1. Apply patch 17455413
2. Open approved PO
3. Cancel PO Line (PO Summary > Control > Cancel PO Line)
4. Issue occurs
