Text Containing umlats or accents are Truncated in XML Output with UTF8 Character Set

Symptoms
When running a report in local character set such as EE8ISO8859P2, text containing characters with accents or umlats the text output is displayed correctly in full. However,when output type is set to to XML, this invokes the UTF8 character set, which then truncates the data as in the example below:
Local character set such as EE8ISO8859P2 displays all 30 characters:
<REPORTNAME>Léčebné lázně Mariánské lázně</REPORTNAME>
UTF8 character as used to generate xml.data is has truncated some of the characters:
<REPORTNAME>Léčebné lázně Mariánské</REPORTNAME>
