Hxctimecatupg.sql Script Failing on Upgrade (Doc ID 1634886.1)

Symptoms


When attempting to run the merged driver (10124646 and 17197281) ) for a 12.1.6 to 12.2 upgrade for the first iteration,
the following errors occur.

hxctimecatupg.sql : ORA-04063: package body "APPS.HXC_TIME_CATEGORY_UTILS_PKG" has errors

hxctimecatupg.sql failed with the following error:

The issue can be reproduced at will with the following steps:
1. Run the 12.2.upgrade driver
2. Upgrade driver fails
