Two Duplicate and Orphan Settlements Are Showing As Available in Cash Management

On : 12.1.3 version, Reconciliation and Clearing
Two settlements transactions are showing as available when they should not as they are duplicates and orphan.
The issue can be reproduced at will with the following steps:
1. Go to Bank Statement Lines window click on Available.
2. The Available Transactions window shows the duplicate settlement transactions.
