On : 12.1.3 version and higher, Dispatch Center

when invoking the scheduling advice window to assign a task, it automatically executes a search and presents search options. In earlier releases, it would open with the search parameters first and not start the search automatically.

expect to be able to set search parameters first, as in previous releases (e.g. 12.0.4)

The issue can be reproduced at will with the following steps:
1. create a task and query it in Dispatch Center
2. Right click on the task and select Schedule
3. Scheduling advice window opens and starts search automatically
