Tax Error Message When Trying To Merge Parties Or Accounts- Specifically Duplicate Address

On : 12.0.6 version, Data Quality Management
Attempting to Merge duplicate addresses and receive the following error:

APP-AR-294046 You cannot merge these party site locations to the selected primary address. These party sites have associated account sites and might not be pointing to the same jurisdiction as the primary address.
Steps to Reproduce:
Responsibility: Oracle Customers Online
Navigation: Data Quality > Merge Requests
Manage Duplicates > check Addresses to be merged > Merge > Apply
Workaround: Be sure all the address line fields are the same in all factors (address line 1, 2, 3) then save and then try merge function.
The available workaround is not feasible and the back end data found that the Location_id is NULL for the party.
