How to Set the Maximum Percent Of Participants Coverage to Use Suspended Coverage Amounts

Employee enrolls in Supplemental life then also enrolls in Spouse Life. When employee enrolls for $50,000, then an error is thrown if he tries to enroll in Spouse Life with coverage greater than 50%. This is standard functionality.
If Supplemental Life has Certification and Interim coverage restrictions, the limitation is set against the interim coverage rather than the new suspended coverage. It limits the spouse life coverage to 50% of interim whatever that is.
- How can this be setup to allow the 50% rule to consider suspended coverage so that the Certification functionality can work for both plans at the same time, when the employee wants to increase both coverages?
