R12: "This Account Does Not Require Budgetary Control", Result Status "Fatal" on PSABCRRP Budgetary Control Results (Doc ID 1636365.1)

ACTUAL BEHAVIOR
---------------
A journal correctly fails funds check with  APP-SQLGL-08204 however, the "Budgetary Control Results" form shows incorrect results as the wrong code combination is shown to have failed funds check, status is "fatal".  However the code combination to get checked and fail shows status "passed check" with result message "This Account does not require budgetary control".

EXPECTED BEHAVIOR

Expect to have the code combination fail funds check which is part of the defined budget organization account assignment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup budgetary control
2. Raise test journal
3. It fails as expected, but with unexpected reason
