Automatic Task Creation From Service Request Extended Attributes Is Not Working When Quality Plans Used (Doc ID 1636502.1)

After the application of the January RUP patch, when updating attributes for the first time after a SR has already been created and when entering Quality Plans, Tasks aren't automatically getting created any more.

Expecteed Behaviour:
Expect Tasks to be automatically be created the first time attributes are added like it did before the patch was applied (and implemented via Note 1560830.1).

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Apply TeleService Jan RUP ( *** bug was introduced sometime after Patch 16517813:R12.CS.B - 12.1.3:BUG FIXES FOR CS: APRIL'13 PATCH was released and had the original fix).
2. Create an SR and Save
3. Update Attributes, Create Quality Plans and Save
4. No Tasks are auto created when they should be.
