'Diagnostics Apps Check' Is Not Completing At All

Concurrent request 'Diagnostics : Appscheck' runs forever, does not complete at all.

This is explained in the following bug:
<Bug 12602021> - 10207753 DIAGNOSTICS: APPS CHECK NEVER COMPLETES
The OS process "tnslsnr.exe" is running under the ownership of a different Windows user, "SYSTEM".
the process cannot be started as 'ORACLE' user.
- Note and the bug were logged for windows 2003 and he is using windows 2008 , He has both 32 and 64 installations
and in both the cases , 'Diagnostics : Appscheck' does not work.
- He ran OMCHECK.sql from backend and see that it fails with syntax error. Please check the attached file.
To complete appscheck.
The issue can be reproduced at will with the following steps:
1. OM Superuser > Run Reports, Requests
