User Defined Attributes Setup error EGO_EXT_FWK_PUB.Create_Attribute_Group (Doc ID 1636689.1)

Symptoms

R12.2.2 introduced new functionality for Order Management which allows to associate User Defined Attributes at Order header or Order line level.
As per documentation "Oracle® Order Management Implementation Manual, Release 12.2 Part No. E48842-01", customer expect to see multiple tabs for creation, association etc

While trying to perform the above an error message is observed --> "The current responsibility context has been switched to: <>.
When trying to create Order line and order header attributes however below errors are observed respectively:

Executing - "EGO_EXT_FWK_PUB"."Create_Attribute_Group" "ORA-06501: PL/SQL: program error ORA-06512: at "APPS.FND_FLEX_DSC_API", line 273 ORA-01403: no data found bad descriptive flexfield name:OE_LINE_ATTRIBUTES_EXT "
