Action History Time Stamp Is Incorrect in Absence Transaction

On 12.1.3 version, BasicDet,Address,Phone,Contact
For absence transactions find that the time stamp in the action history defaults to 00:00:00 irrespective of when the action is performed in the day.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Perform Absence Transaction from an employee record
2. Approve the absence from manager
3. Observe that the Action History time stamp is having incorrect value 00:00:00.
