EBS Installation Encounters Error RC-50013 Ouicli.pl Txkstubcfg1013.pl (Doc ID 1636922.1)

Red Hat Enterprise Linux Advanced Server x86-64 (AMD Opteron Architecture)

Symptoms

On 12.1.1 version of Oracle Applications, when attempting to install 12.1 EBS on Redhat 5 64bit, the following error occurs with Rapid Install is at Step 3 of 5 53%:

command ../temp/adrunias.sh
End Copying files to shiphome is at 66%

RW-50004:Error code received when running external process.
Check Log for detail.Running APPL_TOP Install Driver for PROD instance

AutoConfig could not successfully execute the following scripts:
  Directory: /oracle/<SID>/apps/tech_st/10.1.3/perl/bin/perl -I /oracle/<SID>/apps/tech_st/10.1.3/perl/lib/5.8.3 -I /oracle/<SID>/apps/tech_st/10.1.3/perl/lib/site_perl/5.8.3 -I /oracle/<SID>/apps/apps_st/appl/au/12.0.0/perl -I /oracle/<SID>/apps/tech_st/10.1.3/Apache/Apache/mod_perl/lib/site_perl/5.8.3/i686-linux-thread-multi /oracle/<SID>/apps/tech_st/10.1.3/appsutil/clone
  ouicli.pl INSTE8_APPLY 1
  txkstubcfg1013.pl INSTE8_APPLY 2

AutoConfig is exiting with status 2

RC-50013: Fatal: Instantiate driver did not complete successfully.
/oracle/<SID>/apps/tech_st/10.1.3/appsutil/driver/regclone.drv

The issue can be reproduced at will with the following steps:
1. Run Rapidwiz Install
