Refresh Program Is Not Populating Catalog Values As Configurator Item Properties in CZ (Doc ID 1637695.1)

Symptoms

On : 12.1.3 version, BOM Populate and Refresh

ACTUAL BEHAVIOR
---------------
Item properties are missing from specific Configurator models
after running Refresh Configuration model program.

Refresh program is not populating catalog values as configurator item properties in the CZGOLD
Users are expecting the item properties in CZGOLD instance to be populated from the inventory catalog values from
the inventory import source. For one option class, all catalog values are missing from the item master on the configurator side (CZGOLD).
Attempted to repopulate the configuration model and refresh the model but that did not help.

Customer has also tried running the refresh program several times.
 

EXPECTED BEHAVIOR

Expect the item properties to be available for the items in Configurator

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configurator Developer Responsibility
2. Schedule - > Programs -> Refresh a single configuration model
3. Edit Model, drill down structure to view item containing properties
4. See that properties are not imported
