Symptoms

 A balancing segment value (BSV) is assigned at the ledger level.
Tried to remove it from the ledger and assign it to the legal entity level, using the remove button in the application.
The General Ledger Accounting Setup Manager program is launched and completes without error but no balancing segment value gets removed.
