Symptoms
On Applications 12.1.6
Find when clicking Open Transaction Form" link within the approval create position notification, the list of responsibilities is displayed instead of the form.
NOTE: security groups are enabled
-- Expected Behavior
Expect the form to open without action from the user to select a responsibility
-- What is working
after selecting the responsibility the form will display the second time
Steps:
1) Open position transaction notification
2) Click on "Open Transaction Form" link
