Brazil Localizations: Create More Than One Account for a Customer Error - Please Enter a Unique Taxpayer ID (Doc ID 1638539.1)

In R12.1.3:

Attempting to create a customer that has more than one account and receive the following error:

Please enter a unique Taxpayer ID.

The issue only happens for Colombia, because only Colombia uses the global segment 'Primary ID Validation Digit' for Colombian Customers Information Descriptive Flexfield (DFF).

The issue remains even after changing the profile option JL: Tax Id Validation Failure = Warning at the Responsibility level.

The customer account can be created without the error if:
1) Change the 'Primary ID Validation Digit' to a different value than '2'  
2) Remove the Taxpayer ID under the 'Tax and Financial Information' region under Tax Profile tab for the party.

Steps to Reproduce:
Responsibility:  Colombia Receivables
Navigation:  Customers > Customers
Search for an existing customer to create a new account.
Click on 'Create Account' button.
Enter customer information and address.
Enter context information for the 'Colombian Customers Information' global descriptive flexfield:
    Primary ID Type = Legal Entity
    Primary ID Validation Digit = 2
Click the 'Finish' button, the error appears.
