Error "The uploaded file size has exceeded the limit" When Attempting to Upload a Template

Symptoms
When attempting to upload a template, the following error occurs:
The uploaded file size has exceeded the limit. The largest file size that can be uploaded is 8192 KB.
The issue can be reproduced at will with the following steps:
1. Create a template.
2. Login to E-Business Suite and select responsibility 'XML Publisher Administrator'.
3. Navigate to Home > Template > Create > Fill in details and try to upload the template file. Above shown error occurs.
4. Set the profile Upload File Size Limit value to 400000. Still the issue persists.
