Charges in Buckets Are Being Based on the Unit List Price Instead of the Unit Selling Price

Having defined a charge modifier(Type: freight and special charge list) in bucket 3 with override = Yes with application method = percentage.
If you then create on order that has the charge applied and go to change the percentage in the charges form.
When changing the charge percentage the new charge amount is being calculated based on the the List Price instead of the Unit Selling Price
Charges to be calculated from the bucket value not the list price
The issue can be reproduced at will with the following steps:
1. Create a sales order line with automatic/manual discount (bucket 1/2) applied on SO line.
2. Charges (Copper/freight) get applied on the updated Unit Selling Price.
3. User Changes the % on charge and does not put explicitly click on Apply button of Charges window. System computes the percentage on the List Price instead of the Unit Selling Price.
4. If user explicitly clicks on Apply button of the Charges window, the charge gets applied on Unit Selling Price.
Also if the order is re-priced then the charge values are correctly recalculates against the bucket value.
