Update Tax Categories Error: APP-FND-01206: This record already exists. You entered a duplicate value (Doc ID 1639311.1)

On : 12.1.3 version, India PO Localizations

When attempting to update the Tax categories using the 'Update tax category UI'
the following error occurs.

ERROR

APP-FND-01206: This record already exists. You entered a duplicate value of sequence of values that must be unique for every record


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N)->India Local Purchasing
2. India Localization -> Setup -> Tax Setup -> Update Tax Categories
3. Enter the value in for the 'Old Tax Name' field.
4. Enter the value for the 'New Tax Name'
5. Find Tax Categories
6. Enable the checkbox 'Update'.
Observe that the following error message comes:

APP-FND-01206: This record already exists. You entered a
duplicate value of sequence of values that must be unique
for every record

BUSINESS IMPACT

The issue has the following business impact:
1. Users can not update the open orders with the new tax values.
2. Order processing is stuck as the user is unable to update the tax categories with the latest tax rate.
3. Unable to arrive at the exact revenue and tax projections as the user is unable to update the orders with the correct / applicable tax code/rate.
