Unable To Cancel Internal Requisition Or Requisition Line From iProcurement When PO:Workflow Processing Mode Is Set to Background

Cancel Request for Internal Requisition is stuck in the workflow with no error.

Cancel request for IR should go through the cancel process.

The issue can be reproduced at will with the following steps:
1. Login to iProcurement
2. Select an IR
3. Click on Cancel
4. Select the line
5. Submit
6. Cancel is pending
