Symptoms

On :  12.2.3 version, Endeca Integration

Financial tab -  Expenditure Overview: You are not authorized to access the function PA_EXPENDITURE_ENDECA. Please contact your System Administrator

The Endeca patches or the roles are not setup in the instance.
The budgets and Forecasts tab works fine.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Login to Project Management Superuser responsibility

Navigate to Projects Delivery > Search projects -  Open any project -- Financial - Overview - get error
