Symptoms

On :  12.2.3 version, Endeca Integration

In the R12.2.3 upgraded version,
1. Project tab - Overview: The project you have selected does not meet the conditions required and cannot be displayed on the Financial Overview page. To view or modify a financial plan for budgets and forecasts, use the Maintain Versions page. 
2. Financial tab -  Expenditure Overview: You are not authorized to access the function PA_EXPENDITURE_ENDECA. Please contact your System Administrator

The Endeca patches or the roles are not setup in the instance.
The budgets and Forecasts tab works fine.

The project you have selected does not meet the conditions required and cannot be displayed on the Financial Overview page. To view or modify a financial plan for budgets and forecasts, use the Maintain Versions page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
error on project # 100184. Login to Project Management Superuser responsibility - Navigate to ‘Projects Delivery > Search projects -  Open any project -- Financial - Overview - get error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot access Financial tab.
