Items/NIR Created Using API EGO_ITEM_PUB.process_items are not Auto Explode Raising Warning:The Workflow has not been Exploded. Please click the Explode Workflow Routing Button.

When attempting to use Items/NIR created using API EGO_ITEM_PUB.process_items, it is not auto exploding, and the following error occurs.
Warning: The Workflow has not been exploded. Please click the Explode Workflow Routing button.
The issue can be reproduced at will with the following steps:
- Use Items/NIR Created using API EGO_ITEM_PUB.process_items
- After submitting the request, the warning will be raised as stated above.
WHAT IS WORKING
Similar process is working fine when item/NIR is created manuall or PLM spreadsheet upload.
Production and Test
The issue started after applying two patches for two additional fixes as detailed in the following Service Requests:
SR3-8512029331: Oracle R12 Item Catalog Create New Item Request Fails with unexpected error. Patch applied: <Patch 17563086>:R12.ENG.C
SR 3-8482950281: PIM Setup Workbench Workflow Page Display is Wrong/Skewed/Off Center. Patch Applied:<Patch 18197900>:R12.ENG.C
Oracle have now released this fix as a patch 18197900 but the client did it manually.
