Supplier Unable To Submit Registration Request While Pre-Qualification RFI Is Open

On : 12.1.3 version, Registration and Onboarding

When Supplier attempting to submit Registration request while Pre-qualification RFI is open
the following error occurs.

Your registration request could not be processed because you have not provided a response to the pre-qualification questionnaire. Please try again after submitting a response to the pre-qualitifcation questionnaire by clicking the update icon on RFI page

The issue can be reproduced at will with the following steps:
1.Supplier is sent to Invitation to register with Prequalification RFI
2.Supplier from email notification navigates to Prospective Supplier registration
3.Enter all the details including responses in Requirements
4.Pre-Qualification and Evaluation RFI
5.and gets error
