On : 12.1.3 version, Italian Localizations for AP

Italian Purchase VAT register Does Not Handle Correctly The "Print Sequence" Field
Running the VAT report for Janaury-2014 the print sequence is starting from 2 instead of 1

The issue can be reproduced at will with the following steps:
1. Run the Italian Purchase VAT register for January and see sequence 2 printed instead of 1
