Symptoms

Patch:14017681 cannot be analyzed in Patch Wizard when other patches can,  When this is attempted it ends with the message:

Readme File : /ebs_patch/patch//prod_InfoBundleR12/14017681/readme.txt
ERROR: Readme not found in the patch zip file
WARNING: Patch metadata file for this patch not found.
