How to Get a Custom Rate Inquiry Manager layout assigned to Particular users

You are able to select and copy the Rate Inquiry Manager layout through the navigation  Configuration and Administration>User Configuration>Manager Layout, the RIQ Manager Layout is there to be copied,
However there are no screenset/s to attach it to since it is within the Ask oracle process, so the assumption is  that this can be added at the user preference,

Navigated to Configuration and Administration> Preferences>User Preferences, selected that particular user and tried to Add that Created Rate Inquiry Manager layout
Under the preferences for the drop down called Name  ---- selected Rate Inquiry Action and for the Value there is only one Value Called Rate Inquiry, and the assumption
that this value is the Standard Rate Inquiry manager Layout, and were hoping to see if the created custom rate Inquiry manager Layout was in the Value Drop down.


The Point here is to Get the Rate Inquiry Manager layout assigned to Particular users
