0$ Order Not Going Into Hold

We have Order Limit and Credit Limit set to 0 and we created an Order with 0$ amount and the Order did not go on hold.  Why didn't this go on hold?
The system Parameter "Apply credit hold on zero value order" is also set to Blank which means it should apply credit hold as per metalink (Doc ID 1457757.1)
