Searches Performed from a Finder Launched From Another Finder Not Searching With All Criteria Entered

Symptoms
When running a search on a Finder that was launched from another Finder Screen, not all criteria entered are used for the search. Only the criteria last entered are used during the search to return the results.
For example:
A. Navigate to Shipment Management >> Buy Shipments >> click on ‘f’ icon beside Destination Location ID
C. Clicking the (F) brings up another window where the user enters a Location Name of "XXX" under the location Tab
D. Then Click the Addresses Tab and select the City as YYY
E. Hit the Search button on the Bottom of the Page.
The results show the CITY as correct but it has not narrowed the locations to the desired name of XXX
