Service Charges: Operating Unit Field Cannot Be Updated For Debrief Lines From Field Service

In Service Request Charges, for lines created form Debrief, the Operating Unit cannot be changed.
Operating Unit in Charges lines that come from Debrief should be updateable when profile option "Service:Allow Charge Operating Unit Update" is set to "Yes"
What is Working:
Operating unit can be changed for Charges lines created directly (manually) in Charges.
1. Create a Service Request.
2. Create a Task to that Request.
3. Debrief the Task and debrief is completed.
4. Lines get imported into Service Request.
5. Goto the charges tab on the SR.
=> Not able to update the Operating Unit field on the charge line imported from Debrief.
Upgrade to Release 12.
This was working in 11.5.10.
