Symptoms
On Oracle Applications 12.2.3 version, Descriptive flexfields (EXCEPT setup or Flexbuilder issues),
not able to view the values in all value sets where the following error occurs:
FRM-41830:List of values contains no entries
The issue can be reproduced at will with the following steps:
upgraded to 12.2.3 and checked for value sets.
The issue has the following business impact:
Due to this issue, value sets visible in the upgraded environment.
