On : 12.1.3 version, US Payroll Tax Issues

ACTUAL BEHAVIOR
---------------
The Payroll Tax calculation is not recognizing the percentage split between multiple states based on the % allocation form. Employee lives in Connecticut (CT) and works in Massachusetts (MA). Tax is split 50/50. System is calculating the MA tax but not the CT tax. This is occurring both on Regular and Supplemental pay.

EXPECTED BEHAVIOR

The taxes to be 50% for each state based on 50% earnings in each state

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change the percentage form to be 50% in Massachusetts and 50% in Connecticut
2. Run a regular or supplemental pay
3. See the taxes are not split between the states correctly

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot pay the employee as requested with state taxes allocated between two states
