On : 12.1.3 version, Purchase Order

When Cancelling a Line on a Complex Purchase Order, the related Requisition is always cancelled

For a Standard Purchase Order a List of Values (LOV) is available which allows you to choose whether to Cancel the Requisition or not.

Expectation is that when Cancelling a Complex PO you should have the option to retain the Requisition for re-use on another PO.
