Create Accounting Error: Value XXXX for the Flexfield Segment Account Does Not Exist In the Value Set YYY (Doc ID 1643215.1)

Symptoms

 Create Accounting ends with warning for a tax book with the following message:

The account code combination 0111.1111.111111.XXXXXX.0000.00000000.0000 is invalid.  Please inform your system administrator or support representative that: 

Value XXXXXX for the flexfield segment Account does not exist in the value set YYY.
 

Sample Case:
There is a transaction for asset 123456 which corresponds to book ABC CUR TYPE and when Create Accounting is run for the book, it errors:

The account code combination 0001.0002.999999.12345678.0000.00000000.0000 is invalid.  Please inform your system administrator or support representative that:

Value 15266101 for the flexfield segment Account does not exist in the value set ABC_COA_ACCOUNT.



Fixed Asset tries to create code combination 0001.0002.999999.12345678.0000.00000000.0000 in the secondary ledger ABC_CUR_SL.
