All Orders In USD Going On Hold Eventhough Multi Currency Credit Check Defined

All orders in USD going on hold even though Credit Check defined. Why is that?
The functional currency is PEN. You have defined the credit check at site level. (Credit check enabled). Credit limit defined for PEN is 0.00 and USD is 350000.00. But whatever sales orders entered in USD for the customer is going on hold saying 'Credit Check Hold Applied Order limit exceeded Applying Site Credit Profile'.
This is happening from the first order for the customer itself(all in USD). The credit exposure report shows credit limit of USD 350000.00, but orders are going on hold even though the order limit has not exceeded the amount.
