Item Substitution Rule Not Working In OM To Split The Line With Partial Substitution (Doc ID 1643379.1)

Goal

In 12.2.3 - OM added new functionality surrounding Item Substitution:
Scheduling Auto Split Criteria
New system parameter 'Scheduling Auto Split Criteria '' controls this functionality.

Customer has the profile set to With Partial Substitution this means that during Scheduling following behavior should take place
Split the first line with quantity available on request date and second line with substitute item with remaining quantity.

Customer is getting the following error:
Scheduling failed :cannot meet Request Date or latest acceptable date
Order is Booked
