After Receiving POs Are Not Being Correctly Updated With Project And Task ID (Doc ID 1643518.1)

Symptoms

Project ID and Task ID is not saved in Receiving Transactions (RT) for the receipts created in iProcurement and also While Submitting Work Confirmation.

Users have expectation that the Project ID and Task ID details are systematically saved in RT

Steps To Reproduce
1. Receive a Project Purchase Order (PO).
2. Project and task are not saved in RT.
