AME Workflow Fails When Two Approvers From Same Approval Group (Consensus) Delegate Their Approval (Doc ID 1643652.1)

Symptoms

On : 12.1.3 version:

After applying the <Patch 16926592>:R12.PO.B; when using the Approval Management Engine (AME) and two approvers from the same approval group in a consensus voting regime have delegated their approval,
after both delegated approvers have approved the requisition the following error occurs:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Approval group contains 2 approvers B and C in same approval groups in a consensus voting regime
2. B delegates to D and C delegates to E
3. A raises a requisition
4. D and E are notified
5. D and E approve the requisition
6. Workflow fails with the message above.
