Symptoms
One step material issue not working in 12.2.3 for material with locators. Get error below:

1. Material could not be issued.Please examine the errors for each individual line.
2. Row 2 Error - Operation 10,Material xxxx: Security Rules Prevents The Issue Of Material On The Locator zzzz
STEPS
--------
1. Check that material is available in stock locator.
2. Maintenance Super user > Stores > One step material issue
3. Specify locator for material.
4. Get error above.
