Symptoms

On : 12.1.3 version, Service Request form


ACTUAL BEHAVIOR
Client has associated Counter to IB instance. When creating SR for the Item, the 'Counter Capture' entry on SR-> Tools Menu is still disabled


EXPECTED BEHAVIOR
Expect the 'Counter Capture' entry on SR-> Tools Menu is NOT disabled


STEPS
1. Associated a counter to IB instance
2. Create a SR for the item in step 1
3. On the Create Service Request form click Menu-> Tools2 -> Counter Capture
