Error With RMA Created Via Order Import (Doc ID 1644412.1)

Symptoms

On : 12.1.3 version, Transaction Entry

When attempting to run Order Import to create an RMA,
the following error occurs.

ERROR

Msg-1 for Src: 10, Hdr: CM12110467, Line: 3: ORA-06502: PL/SQL: numeric or value error: character to number conversion error in Package OE_ORDER_IMPORT_SPECIFIC_PVT Procedure Pre_Process.Req_Header_Id_derivation
Msg-2 for Src: 10, Hdr: CM12110467, Line: 3: ORA-01403: no data found in Package OE_ORDER_IMPORT_SPECIFIC_PVT Procedure Pre_Process.Req_Line_Id_derivation

and

As seen in the debug logfile (Order_Import_Child_Req1_log.txt)

BEFORE DERIVING REQ HEADER ID FOR INTERNAL ORDERS
UNEXPECTED ERROR: ORA-06502: PL/SQL: numeric or value error: character to number conversion error
LEAVING OE_MSG_PUB.ADD

BEFORE DERIVING REQ LINE ID FOR INTERNAL ORDERS
UNEXPECTED ERROR: ORA-01403: no data found
LEAVING OE_MSG_PUB.ADD

STEPS

The issue can be reproduced at will with the following steps:
1. Order Management Responsibility
2. Run 'Order Import' using order_source_id = 10 (Internal)
3. See errors in the child log file

The issue has the following business impact:
Due to this issue, users cannot complete Order Import for an RMA
