Unable To Copy or Common Any Bills of Material (Doc ID 1644432.1)

Symptoms

On : 12.1.3 version, Bills

Created a bill of material in the primary organization, and tried to common the Bill from the primary to a child organization.
All items, including parent and component items, exist in the source and destination organizations.
The common bill request shows the following errors:

Error
entity_id : BO
message_text : You must specify valid values for Assembly Item Name and Organization Code before running the Import process.
Number of Organizations trying to common SUCCEDED - 0

Result of the Common Bill Creation Diagnostic, from Note 356351.1, shows following result:

Parent Item Check...
..ERROR..Item TEST MODEL does not exist in src org MST
..ERROR..item TEST MODEL does not exist in dst org SYS
-----------------------------------------------------------
Parent Bill Check...
..ERROR..Parent bill TEST MODEL does not exist in src org MST

Steps
The issue can be reproduced at will with the following steps:
1. Bills of Material > Bills > Query bill for TEST MODEL
2. Tools > Create Common Bill
3. Choose item TEST MODEL and the child organization
4. Click OK to launch the concurrent request
