 3. Is the business event 'oracle.apps.per.irc.api.offer_status_history.create_offer_status_history' enabled
 4. Are the subscriptions for 'oracle.apps.per.irc.api.offer_status_history.create_offer_status_history' business event enabled
 5. Are the event and subscription set to licensed
 6. Is the seeded transaction type used for offers
 7. Are the transactions getting processed
 8. Are the notifications getting auto closed
 9. Are all Workflow Service Components up and running
