Error is occurring while creating a new payment method with in Arab Emirates (AE) Legislation

1 - Created new Payment method by giving name, Type, Currency.
2 - After giving source bank details and entered ok button, the customer is getting an error "At least one account number must be entered".

If IBAN number is entered in the "Account details" then the error does not occur.
