When the User name is changed for a FND User, event :oracle.apps.fnd.wf.ds.user.nameChanged is raised, and subscription WF_DIRECTORY.Change_Name_References_RF to propagate the new User name to various Workflow tables is executed.
One of the SQL executed to is taking very long:
FROM WF_ITEM_ATTRIBUTE_VALUES WIAV,
WHERE WIA.TYPE = 'ROLE'
AND WIA.ITEM_TYPE = WIAV.ITEM_TYPE
AND WIA.NAME = WIAV.NAME
AND WIAV.TEXT_VALUE = :B1
