In Component Maintenance ... changing another checkbox related to pending jobs and operations, allows the Visit to close.
The issue here - error message “Visit xx cannot be closed because Maintenance Requirement XXXXXXX is not signed off” should not have been thrown, and if it had, a more appropriate error message should have been provided.

Query a Visit that has the MR signed off
Select the MR and from the Drop Down, Close Visit, click Go.
In the Close Visit form, de-select the Signoff all pending Maintenance Requirements, and optionally, Transact Resources by Requirements checkbox and click Apply.
The MR was already sign off (from the previous screen), and if de-selecting the Complete all pending Jobs and Operations' checkbox and click Apply again, it will close the Visit.
