Symptoms
On : 12.1.3 version, Colombian Payables
The withholding tax calculation does not work for a different 3rd party on invoice distribution.
Expect to be able to calculate the withholding tax.
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Payables - Colombia localization
2. Path: Invoices -> Entry -> Invoices
3. Create an invoice and save.
4. Validate the invoice.
The withholding tax calculation does not work for a different 3rd party on invoice distribution.
When an AP invoice has a different 3rd party per line or distribution (other than the third party from the supplier
entered at invoice header), the system must display and calculate the withholding tax values for each 3rd party.
Workaround: click on Redefault Wilthholding
Not feasible due to the volume of invoices.

Patch was applied but the issue persists.
The issue has the following business impact:
Due to this issue, users cannot calculate the withholding tax correctly without selecting ReDefault.
