Goal

Remove the validation against null value For 'Measure Name' And 'Type' While Creating/Copying Objectives

The above fields have been personalized off. When we try to create or copy an objective, the below is error is thrown:
1. The mandatory argument p_measure_name value cannot be null Cause: The mandatory argument p_measure_name has either not been specified
    or has been explicitly set to null in the API per_obj_bus.chk_measure_name . Action: Either specify a value for the p_measure_name argument which
    is not null or contact your local support representative.

2. The mandatory argument p_measure_type_code value cannot be null Cause: The mandatory argument p_measure_type_code has either not been
     specified or has been explicitly set to null in the API per_obj_bus.chk_measure_type_code . Action: Either specify a value for the p_measure_type_code
     argument which is not null or contact your local support representative.
