Attachment Functionality Appear to be Based on Tabs, Why? (Doc ID 1662294.1)

Symptoms

Using the Collections Agent User Interface.

Find that the attachments, at the Customer/Account level, are only viewable in the Profile Tab.

If you open the Notes or Tasks Tab, the attachment seems to disappear.
If you create an attachment on a Note, it will only be listed in the Notes Tab.

The Attachments appear to be separate based on the Tab that is open. Why?
